Gonka v0.2.15 update

This is a major Gonka network update. Changes include the full removal of the legacy inference API, improved bridge transaction validation to filter out invalid ones before they enter the network, and bug fixes in the Proof-of-Concept (PoC) system to prevent validators from being penalized for their own outages. New services `edge-api` and `versiond-router` have been introduced to improve availability and scalability, allowing independent scaling of data read APIs and the ability to run multiple devshard v4 replicas. Blockchain request resilience during gRPC failures has also been improved. Hosts must update their software to leverage all the benefits of the new version.
